Following claims made by employees about unpaid wages, the Ministry of Manpower ( MOM) has opened an investigation into Singapore-based technology company Napier Healthcare Solutions Pte Ltd.
Former people have claimed that they haven’t received full regular salaries since as early as November 2023, according to a report from The Islands Times.
MOM and the Tripartite Alliance for Dispute Management ( TADM) confirmed in a joint media release that they are helping 12 of the company’s employees with their claims for unpaid wages.
The organization assured that help will continue to be provided to the damaged workers and that Napier Healthcare Solutions is being looked into for possible breaches of the Employment Act.
Napier Healthcare Solutions was recently given a major government contract despite its financial troubles.
According to GeBIZ records, the company secured a S$ 17, 387, 104 contract from the Ministry of Home Affairs ( MHA ) in September 2021. The agreement was for the delivery, execution, and preservation of the Home Team Medical Information System.
Napier Healthcare Solutions, which was founded in 2008, focuses on offering systems products to care organizations, including patient data display systems and artificial intelligence tools.
Lau Ping Sum, who served as Singapore’s social director for heath from May 1981 to May 1985 and as an MP for Ang Mo Kio GRC up until 1996, is one of the company’s managers, according to the company website. He has been a producer since 2017, according to his LinkedIn site.
While headquartered in Singapore, the agency’s LinkedIn report indicates that the majority of its workforce is based in Hyderabad, India, where its International Development Centre is located.
On January 24, 2025, a Napier Healthcare Solutions director spoke to The Straits Times about the salary issues.
The spokesperson acknowledged the organization’s” money flow difficulties” and denied having any internal or external disagreements with current or former employees about salaries.
By the next year, they made it their intention to clear all outstanding debts from both former and current workers.
Despite these claims, later contacts suggest that the problems remain unresolved.
The spokesperson stated that payment would get settled in the upcoming days on February 4, 2025.

Three former workers, speaking on condition of anonymity, shared their experiences with The Islands Times.
One unique, who joined the company in October 2023 and departed in July 2024, reported receiving proper pay only for the first month of employment.
Following pay delays, there were numerous promises of immediate payment that were disregarded. When this individual resigned, they claimed to be owed about S$ 90,000, and have since sought legal lawyers to resolve the dispute.
Another original employee made it known that their final full payment was made in October 2023. In February 2024, a limited payment was made, but it did not cover the entire amount owed.
This person chose to retire from the business because of the lack of transparency and repeated unmet promises regarding payments.
Employee evaluations on platforms like Glassdoor reveal a lot of frustration with how the company handles income payments.
Napier Healthcare Solutions currently has 233 reviews, with only 17 % of its people saying they would recommend working for the company. As of February 2025, the company has an overall rating of 2.4 out of 5 stars.
One critique from December 2024 described the firm as “teetering on the top of bankruptcy”, criticizing control for providing “false assurances” and highlighting the “lack of clarity and responsibilities” that has left employees in “financial and personal stress”.
The reviewer further claimed that management gave” short-term survival” precedence over the well-being of its workforce, with partial wages being paid only to select people essential to projects and others remaining unpaid.
Also, workers who resigned were apparently denied their lawful salaries.
Napier Healthcare Solutions was cited as the “worst business” in a separate assessment from November 2024, along with a request to” near this business down asap to stop more people from being cheated out of their hard-earned incomes.”
These reviews highlight a routine of unsatisfaction with promises and delayed payments, which contribute to a deteriorating work environment and erode trust among employees.
